We have just become aware of a new requirement from the Colorado Public Utilities Commission (PUC) that has not been proactively communicated to carriers. The state has not reached out to make anyone aware of this rule change. If your insurance filings are being rejected due to a “no hit” message, it is most likely because of this new requirement.

- August 2025 – Colorado Public Utilities Commission (PUC) adopted rule changes under 4 CCR 723-6 requiring stricter matching for insurance filings.
- Carriers operating intrastate in Colorado must now have a state-issued motor carrier ID for filings to process successfully.
- Interstate carriers who also require Colorado State filings may also be affected and may also need this ID.
What Changed?
Previously, filings were accepted using USDOT and MC numbers. Under updated rules, the PUC system returns a “no hit” if the carrier does not have a record in the PUC database. This record is created when you apply for intrastate authority, which generates your Colorado motor carrier ID.
